AFMC announces senior leader changes

Air Force Materiel Command officials announced May 2, 2013, that its executive director, Dr. Steve Butler, will retire effective June 30 after 35 years of service. He will be replaced by Michael Gill, currently executive director of the Air Force Life Cycle Management Center.

Patsy Reeves, currently AFMC’s director of contracting, will become AFLCMC’s executive director. Butler, Gill and Reeves are all members of the Senior Executive Service.

Prior to Gill’s appointment as AFLCMC executive director in July 2012, he was the executive director of the Odgen Air Logistics Complex (formerly Ogden Air Logistics Center) at Hill Air Force Base, Utah.

Gill’s previous assignments include serving as the program manager for the Air Force Contracting and Manufacturing Civilian Career Program, as the director of the TRICARE Regional Office South and as the director of contracting at AFMC. Gill entered the Senior Executive Service in 2001.

Prior to Reeves’ appointment as AFMC’s director of contracting in April 2011, she was the director of contracting for the Aeronautical Systems Center at Wright-Patterson AFB.

Reeves’ previous assignments include serving as a program manager for multiple aircraft training systems, including the C-17; as the director of plans and programs at Brooks AFB, Tex.; and as the director of contracting at the Warner Robins ALC at Robins AFB, Ga. She was appointed to the Senior Executive Service in 2001.

Butler’s previous assignments range from developing precision guided weapons to serving in senior advisory roles in the Office of the Secretary of Defense. He served as the deputy program director for the F-22 and the technical director for most of the Air Force’s munitions inventory, including the Joint Direct Attack Munition. Prior to his current assignment, he was the executive director of Warner Robins ALC. Butler entered the Senior Executive Service in 1997.

AFMC’s executive director advises the AFMC commander in managing all aspects of the command’s mission, serves as the services contracts advocate and oversees the command’s small business program. As the command’s senior civilian, the executive director also advises the commander on labor union relations and development of the civilian work force. Civilians make up more than 70 percent of the command – the highest percentage among all Air Force major commands – and AFMC employs 40 percent of the total Air Force civilians.
