Fort Huachuca is initiating the formal consultation process with the Arizona State Historical Preservation Office, or SHPO, and the Advisory Council on Historic Preservation concerning the future disposition of the Mountain View Officers’ Club, Building 66050.
After careful consideration of the difficult fiscal realities facing the Army, a management decision has been made that no sustainment funds are available for Building 66050. To avoid further life, health and safety hazards associated with an unmaintained and unoccupied building, Fort Huachuca proposes to demolish Building 66050 unless alternatives or proposed measures that might avoid or minimize any adverse effects are identified through the consultation process.
Under Section 106 of the National Historic Preservation Act, the consultation process requires federal agencies to take into account the effects of their undertakings on historic properties. This process will allow Fort Huachuca to seek ways to avoid, minimize or mitigate potential adverse effects to Building 66050.
Potential solutions may include donation of the building to a private entity for relocation off Army property, or lease of the building to an adequate Army-approved lessee. An adequate lessee would have to demonstrate they have the ability and sufficient funding to renovate the building to Secretary of Interior standards for the Treatment of Historic Properties within a reasonable timeframe. The full restoration of Building 66050 is expected to cost at least $7 million at 2013 estimated costs, which does not include long-term sustainment costs.
“We look forward to working with the Arizona State Historical Preservation Office during the consultation process,” said Col. Dan McFarland, Fort Huachuca garrison commander. “We are hopeful timely alternatives to demolition will be identified during the Section 106 process, which balance our commitment to historic preservation with the very real budget constraints we face. If no viable solution can be found, we will continue consultation to develop appropriate mitigation measures to offset the loss of this historic property and preserve the legacy of the African-American service men and women who served at Fort Huachuca during World War II.”
Fort Huachuca will coordinate with SHPO to determine who the appropriate consulting parties are in the consultation process and anticipates hosting a roundtable discussion with these parties in the future regarding the disposition of Building 66050. Fort Huachuca will also develop a process to inform and invite comments from the general public regarding the future disposition of the building.
