Wolfenbarger: AFMC 5-Center reorganization on track
After some 18 months of planning and careful transition, Air Force Materiel Command officials are ready to declare initial operational capability of AFMC’s 5-Center reorganization Oct. 1.
In early July, the command began activating its new centers and consolidating others as it transitioned from operating with 12 centers to five.
“We have spent many months working through very deliberate phases of planning, implementation and transition with an ever-present goal of providing more efficient and effective support to the warfighter,” said Gen. Janet Wolfenbarger, AFMC commander. She said AFMC will be just as deliberate as it works toward reaching full operational capability by late 2013.
Wolfenbarger said the 5-Center construct is also being incorporated into a new AFMC strategic plan that will not only guide the command from initial operational capability to full operational capability with firm priorities, but also measure results through a series of metrics. The metrics will measure how well the new 5-Center organization is carrying out the AFMC mission of delivering war-winning expeditionary capabilities to the warfighter.

AF officials to migrate civilian personnel records to OPM
Officials at the Air Force Personnel Center project the migration of the Air Force version of each employee’s electronic Official Personnel Folder to the Office of Personnel Management’s government-wide eOPF version will take place in November.
The eOPF is a digitized version of a hardcopy personnel folder that contains official human resource records for each federal employee.
Officials said the system enhances portability of civilian human relations records and increases employee awareness and accountability through email notifications of personnel actions.
“The OPM eOPF provides ease of access to individual personnel records of Air Force civilian employees while protecting and securing the information contained in those records,” said Sal Lara, AFPC’s Civilian Future Operations Branch personnel systems project officer.
The migration includes more than 152,000 electronic personnel records with about 14 million documents. AFPC will continue to manage civilian personnel information, but OPM will control the eOPF database.

Airman missing from WWII identified
The Defense Department POW/Missing Personnel Office announced recently that the remains of a serviceman, missing in action from World War II, have been identified and will be returned to his family for burial with full military honors.
Army Air Forces 2nd Lt. Samuel Lunday, of Marianna, Fla., was buried Sept. 28 at Arlington National Cemetery near Washington, D.C.
Lunday and four other U.S. service members were flying a C-87 Liberator Express aircraft April 24, 1943, over the Himalayan Mountains, from Yangkai, China, to their home base in Chabua, India. After losing radio communications following take-off, the crew was never heard from again. Eleven aerial search missions were unable to locate the aircraft or crew due to intense snows on the mountains at high altitudes, and dense jungle growth at lower altitudes.

OWLS inspires women to ignite power within
Academy Women sponsored its 9th annual Officer Women Leadership Symposium Sept. 21 and 22 at the Women in Military Service for America Memorial in Arlington, Va.
To go along with this year’s theme, igniting the power and passion within, the two-day symposium was designed to inspire, inform and connect current, future and former women military officers from all the military services, according to their website.
The symposium highlighted esteemed leaders from the military, public and private sectors to include entrepreneurs, writers, an archeologist, an Olympian, a Catholic nun, a social worker, filmmakers and a flag-officer panel with representatives from the Army, Air Force, Navy, Marines and Coast Guard.
Representing the Air Force on the flag-officer panel was Maj. Gen. Sharon Dunbar, Air Force District of Washington commander, who was joined by Brig. Gen. Lori Reynolds, commanding general of Marine Recruit Depot Parris Island and the Eastern Recruiting Region; Maj. Gen. Marcia Anderson, Army Reserve deputy chief; Rear Adm. Cari Thomas, Response Policy assistant commandant; and, Rear Adm. Margaret Deluca Klein, U.S. Cyber Command chief of staff.
