Military leave carryover extension expires Oct. 1
Unless approved for special leave accrual, active-duty and active Guard Reserve members who have more than 60 days of leave must use it or lose it by Oct. 1, 2013, when the temporary leave carryover extension provision expires, said Air Force Personnel Center officials.
The 2010 National Defense Authorization Act included a provision that allowed members to carry up to 75 days of leave forward to the new fiscal year in response to limited leave opportunities tied to deployments and other mission requirements, said Senior Master Sgt. Kreig Cressione, AFPC special programs branch chief.
“Airmen who do not have more than 60 days also need to be cognizant of the change,” Cressione said.
Between now and the end of fiscal 2013, active-duty members will earn 2.5 leave days per month, so an Airman with more than 30 days of accrued leave today could be over the limit by Sept. 30, 2013.
Some Reserve members will be affected as well, said Lt. Col. Belinda Petersen, Air Reserve Personnel Center public affairs.
New process helps prevent adverse civilian pay, records impact
Civilian employees’ supervisors will now get automatic email reminders 45 and 20 days before personnel actions are due to help prevent adverse impact on civilian pay and records, Air Force Personnel Center officials said.
Automatic notifications will go out for various actions, including when a supervisor must certify a step increase, complete an appraisal for a step increase or certify a career promotion. Supervisors and second line supervisors will also be notified when temporary or limited appointments or temporary promotions are near expiration.
“Supervisors may not be aware that an action is due, or an immediate supervisor position may be vacant, so email notifications will also go to second line supervisors to help prevent problems that occur because of late personnel actions,” said Eva Askins, AFPC Civilian Future Operations Branch.
The new capability was implemented Nov. 11, but it will not replace the existing process.
Civilian Personnel Sections have access to nightly generated notices and weekly suspense action reports that they use to manage workflow, as well as ensure requests for personnel action submissions are timely, Askins said.
Air Force selects 800+ for developmental education
More than 700 officers and 120 civilians were selected for intermediate and senior developmental education during the 2012 Developmental Education Designation Board held last month at the Air Force Personnel Center, officials announced.
“Developmental education supports the continuum of education necessary to develop strategic leaders who will ensure the future force is trained, equipped and ready for the challenges ahead. As a result, selection is a very competitive and deliberate process,” said Maj. Deborah Packler, AFPC Assignments Directorate Developmental Education chief.
This year, more than 12,000 eligible officers were considered for fewer than 800 slots.
Civilian Airmen are also selected for IDE and SDE based on their potential to help guide the Air Force toward mission accomplishment, said Susan Lang-Krudwig, AFPC Civilian Force Integration Directorate Leadership Development branch.
Selection for civilian IDE and SDE slots is also very competitive, she said, explaining that 120 primary candidates and 41 alternates were selected out of 506 candidates.
Open season set for 3 civilian benefits programs
Open season for three civilian benefits programs started Monday and will end Dec. 10. Those programs are the Federal Employees Health Benefits Program, the Federal Employees Dental and Vision Insurance Program and the Federal Flexible Spending Account Program.

In the FEHB program, premiums will increase an average of 3.4 percent higher than the 2012 premiums. There are several plans from which to choose for 2013, including high-deductible and consumer-driven health plans.
Employees should take advantage of this opportunity to review and update their health plans. Open season is the best time to review health care coverage, not only to make desired changes, but to ensure plans have not been altered or discontinued.
Employees should also review plan premiums for 2013, since some may increase more than the 3.4 percent average.
