MARCH MAIN GATE CLOSED!

The March ARB Main Gate (Cactus Gate) is closed through Friday, March 21, 2014, due to the Moreno Valley Cactus widening project.

The Riverside Gate will act as the alternate main gate during that time and will be open 24 hours a day; seven days a week. The Riverside gate will be utilized for general base access.

The Meyer gate will be open Monday – Friday only, (24 hours a day; 5 days a week) and on both the “A” and “B” UTA’s. The Meyer gate will be strictly used for visitors, contractors and commercial deliveries.

The temporary Visitor Control Center will be located at Bldg. T2417 (adjacent to the Meyer gate over-watch) and will be open from Monday through Friday and on Saturdays of the “A” and “B” UTA’s between 7 a.m. and 4 p.m.

If you live south of March ARB, please be prepared for minor traffic delays as you enter Cactus from Northbound I-215. Please consider exiting at Alessandro or Harley Knox and please be patient. Plan accordingly for these delays.

CLINIC TEMPORARILY CLOSES MONDAYS

The 452nd Aerospace Medicine Squadron (clinic) will be closed for external business, except on a case-by-case basis, each Monday beginning

March 10, 2014. Normal hours of operation, M-F, 8-11 a.m. and 1-3 p.m., resume April 1.

As a reminder, the 452 AMDS is not a treating facility. Therefore, if you have a medical emergency, call the law enforcement desk at 951-655-2981, or call 951-655-2911 from an on-base extension to activate the base emergency response system. If your medical emergency occurred while in military status, report to the clinic at the beginning of your next duty day to ensure appropriate and timely processing of a potential Line of Duty (LOD).

AIR FORCE FOOD AND BEVERAGE SERVICES ASSESSMENT SURVEY

The Air Force Personnel Center has contracted Customer Service Insights (CFI) Group to conduct a survey at 63 installations worldwide. The survey will randomly select Airmen by sending out an e-mail invite referencing CFI in the subject box. Selected participants are encouraged to complete the survey as it will provide senior Air Force leaders an honest view of the food service being provided.

SENIOR AIRMAN EPRs NOT REQUIRED

The Air Force Reserve Command has not established implementation for rules of engagement nor effective dates to begin Enlisted Performance Reports on Senior Airmen. Therefore, reports are not required at this time. Projected changes to the evaluation system are reasons for the postponement. Once an effective date has been established, notification will go out to everyone advising on the program management for EPRs for AFR Senior Airmen.

MARCH VITA CENTER NEEDS MORE VOLUNTEERS

The March Volunteer Income Tax Assistance Center is open for business by appointment only. To schedule an appointment to have your state/federal taxes filed, call 951-655-3659. They are still looking for volunteers to donate four hours per week to help prepare taxes.

YELLOW RIBBON EVENT IN PHOENIX

The Air Force Reserve Command Yellow Ribbon Program invites you to a Regional Yellow Ribbon Training event to be held in Phoenix, Ariz., April 25-27, 2014. This event will include activities, referral information, education, vendor booths and interactive breakout sessions that span the concerns and issues faced by reservists and their loved ones before and after a deployment. Planned activities may include: benefits information, marriage enrichment, deploying as a single Airman, educational and fun youth activities, and professional childcare at no cost during the event. ONE ‘TR’ POSITION OPEN AT A&FRC

The Airman & Family Readiness Center is looking for an outstanding NCO who wants to enhance his or her military career by helping Airmen and their families achieve mission readiness through personal and family readiness.

A&FRC NCO is a Special Duty Identifier (SDI 8C000) and there is no need to cross-train from your current AFSC. There is no formal training school to attend. Traditional Reservists who are interested in interviewing for the position must call the A&FRC to set up an appointment, hold a 7 or 9 skill level in any AFSC and hold the grade of E-6 or E-7 (Members who are E-5’s must have time-in-grade, time-in-service and be eligible and ready to promote.) If your goal is to become a first sergeant, this SDI provides great exposure to resources and services available to military members and their families. RESERVE OFFICERS ASSOCIATION ANNUAL CONVENTION

The Reserve Officers Association (ROA) is holding its annual convention April 4-6, 2014 at the Holiday Inn Bayside in San Diego. The ROA is open to all officers – commissioned, non- commissioned and warrant. This convention is your forum to bring forward issues regarding your chapter, how the department can assist you and most importantly, participate in discussions of how we can accomplish the ROA’s mission of ensuring an adequate national security.

Speakers at this year’s convention include: Congressman Duncan Hunter; retired Brig. Gen. Gerald Griffin, who will speak about PTSD; retired Brig. Gen. Michael Silva; ROA National President Bert Upson, author of “On A Clear Day”; and Adjutant General, California Military Department, Maj. Gen. David S. Baldwin. A joint officer professional development seminar will also be conducted in conjunction with the convention.

PREPARE FOR NATURAL DISASTERS ONLINE

The America’s PrepareAthon! Campaign is a nationwide, community-based campaign for action to increase emergency preparedness and resilience through hazard-specific drills, group discussions and exercises. Events and activities will be held across the country twice a year to organize community days of action and encourage individuals to discuss, practice, and train for relevant hazards. The national days of action this year will be on April 30 and September 30, 2014.

Individuals and organizations are invited to participate in a webinar to learn about the campaign and ways to be involved. Registration is required prior to the date of each live offering’s listed below.

COMMISSARY’S CUSTOMER APPRECIATION DAY TODAY

The March ARB Commissary is having a Customer Appreciation Day today, Friday, Feb. 14, Valentine’s Day. The first 500 customers shopping between 10 a.m. and 5 p.m., and wearing something related to Valentine’s Day, will receive a free valentine treat, compliments of the commissary’s industry partners. IRAQ/AFGHANISTAN VETERANS REFERRAL PROGRAM

The Iraq and Afghanistan Veterans of America (IAVA) launched its Rapid Response Referral Program (RRRP) to California on Jan. 23, 2014. The program directly connects new veterans and their families to local resources and to one-on-one support with IAVA’s Veteran Transition Managers. The RRRP helps cut through red tape and provides California post-9/11 veterans and their families with access to services ranging across employment, education, housing, mental health and more. BASE FOD WALK JANUARY 22

All available personnel are invited to join the Base Foreign Object Walk, Jan. 22, 2014. Assemble at the old Air Passenger Terminal Building on the flightline side at 7:15 a.m. Bring a plastic trash bag, like the one in your shop or office trash can. There will be a pre-brief at 7:30 a.m. Please be on time. The access gate at the Air Traffic Control Tower is closed. Please use alternate gates as much as possible so as to limit foot traffic through Base Operations. Carpooling is recommended. Parking is very limited. Be diligent if walking or driving near the tower as construction is on-going and there is heavy equipment operation and semi-truck traffic traversing the roadways.

COMMAND CHIEF KELLY TO MOVE TO TRAVIS

Chief Master Sgt. Ericka Kelly, 452nd Air Mobility Wing Command Chief, has been selected as command chief for the 349th Air Mobility Wing, Travis Air Force Base, Calif. She will be taking the position at Travis sometime after the first of the year. A replacement for her position at March Air Reserve Base has not been selected. Congratulations to Chief Kelly and Godspeed!

NEW TRACK OFFICIALLY MEASURES 1.5 MILES

An off-base contractor was hired to certify the distance of the new track used for F2F testing. This company has experience certifying facilities used by NCAA schools and USA Track & Field, which is the United States national governing body for the sports of track and field, cross country running, road running and race walking. After six measurements and calculations of the track, they have certified it as exactly one-half mile per lap. Formal certification documentation is expected any day and will be published in as many communications outlets as possible to notify our members and mission partners.

701ST COMBAT OPERATIONS SQUADRON IS HIRING

ROAD/PARKING LOT IMPROVEMENTS ON BASE

Contractors are performing a slurry seal on many of the March streets and parking lots. Vehicles need cleared from effected areas or they will be towed at the owner’s expense. The following schedule applies, but keep in mind that rain will delay the process:

GRANDE BALLROOM OPEN HOUSE TODAY

OPERATION WARM HEART HELPS MARCH FAMILIES

This is the time of year, that family and friends make preparations for the Holidays. This year, many families were hit particularly hard with furloughs, work stoppage and a cut in work hours. Since the early 1990’s, Operation Warm Heart has tried to ease the burden of those families who have hit a bit of a rough patch by providing non-perishable food, toys and grocery cards. All items are donated by members of the March community and given to March military, civilian and NAF families. While you are out shopping, take a few minutes to think about those on March who may need a little help this year and pick up a toy or a nonperishable food item to place in one of the donation boxes located at the Main gate, Law Enforcement desk and throughout the base. CITY TO WIDEN CACTUS AVE AT MAIN GATE

The City of Moreno Valley will start construction to widen Cactus Ave soon and continue through January 2014. The construction area will start where the north-bound, high-speed off ramp from I-215 meets Cactus Ave. all the way through to Veterans Way. This may cause some disruptions with entering the installation and possible traffic delays. For now, the main gate will remain open as usual. However, the project will be monitored for the duration of the construction in order to ensure the safety of March employees and Moreno Valley citizens. Please be patient and cautious while operating your motor vehicle in and around the construction zone.

CCAF GRADUATION DEC. 8

FLU SHOTS MANDATORY

A mass, Flu-shot clinic is scheduled for the combined Unit Training Assembly on Dec. 7 – 8, in Bldg. 458, the 452 Medical Group Logistics building at 2050 Graeber St., directly across from Security Forces and located in the rear of building. The clinic will operate from 8:00 a.m. to 4:00 p.m. on Saturday and from 8:00 a.m. to 3:00 p.m. on Sunday. The DOD/Air Force policy is to have 90 percent of Airmen immunized with the Flu vaccine by December.

AFSA MEETING SCHEDULE

The Air Force Sergeant’s Association will meet Saturday, Dec. 7 and Wednesday, Dec. 11, at 10:30 a.m. in the conference room in Bldg. 356. The AFSA March chapter meets Saturday of the A and B Unit Training Assemblies and the second Wednesday of every month at 10:30 a.m. in Bldg. 356. Remember, that AFSA fights on Capitol Hill for the total force, including civilians, officers and retirees. Anyone one can join AFSA, so please come out and get involved. VOLUNTEERS NEEDED FOR MARCH TAX CENTER

Last year the March VITA Tax Center processed more than 1,000 tax returns, saving Team March families nearly $200 thousand in tax preparation fees and resulting in more than $1.1 million in refunds!! This year they are seeking volunteers. You can earn credit toward the Volunteer Service Medal and rack up some well-earned OPR/EPR bullets AND they train you!

ACCESS SELF-HELP WEBSITES WITHOUT COMMON ACCESS CARD

By direction of the Under Secretary of Defense for Personnel and Readiness, military Common Access Card (CAC) holders need to register for a DoD Self Service (DS) Logon. The DS Logon facilitates accessing various self-help websites like milConnect, eBenefits, Veterans Affairs, TRICARE Online, and RAPIDS Self-Service, and more, without need for a CAC.

The DS Logon has a level of security that supports the Personnel Identity Protection Directive in working with a person’s Personally Identifiable Information (PII) and Personal Health Information (PHI). The DS Logon gives one the freedom to access the websites anytime from home and after separation or retirement when they no longer have a CAC. Use the following URL to register and find out what other websites use the DS Logon; click the Help Center tab in https://myaccess.dmdc.osd.mil/dsaccess.

TOTAL FORCE SERVICE CENTER CONTACT NUMBERS CHANGE

Telephone contact numbers for the Total Force Service Center changed Nov. 15. The new numbers are commercial 210-565-0102 and DSN 665-0102. The change includes both TFSC locations at AFPC in San Antonio, Texas, and the Air Reserve Personnel Center in Aurora, Colo. The toll-free number will remain the same (800-525-0102), but customers are encouraged to use the DSN or commercial number to reduce operating costs.

TRICARE HEALTH INSURANCE MEETS AFFORDABLE CARE ACT MINIMUMS

Beginning in 2014, the Affordable Care Act requires individuals to maintain a minimum level of health insurance, known as “minimum essential coverage” (MEC), for themselves and their dependents. If you are a service member, retiree, family member, or survivor covered by TRICARE, you have MEC and there is no need to purchase additional health insurance. If you are using any of the health plan options shown on the TRICARE web site, you have the coverage required by the Affordable Care Act. FLU SHOTS MANDATORY

Supported by medical units on base, a mass, Flu-shot clinic is scheduled for the November ‘B’ Unit Training Assembly on Nov. 23-24. The clinic will operate from 8:00 a.m. to 4:00 p.m. on Saturday and from 8:00 a.m. to 3:00 p.m. on Sunday. Check with your squadron health monitor for the exact location. As a reminder, the 2013 Flu Campaign is currently ongoing and our goal is to provide Flu vaccinations base wide, in an efficient and convenient manner. Flu vaccination is mandatory for DOD/Air Force members who don’t have medical concerns.

IRS ANNOUNCES DELAY OF 2014 TAX FILING SEASON

The Internal Revenue Service announced recently a delay of approximately one to two weeks to the start of the 2014 filing season to allow adequate time to program and test tax processing systems following the 16-day federal government closure. The IRS is exploring options to shorten the expected delay and will announce a final decision on the start of the 2014 filing season in December. The original start date of the 2014 filing season was Jan. 21, and with a one- to two-week delay, the IRS would start accepting and processing 2013 individual tax returns no earlier than Jan. 28 and no later than Feb. 4. THANKSGIVING MEALS FOR MARCH WORKERS

Moreno Valley VFW Post 8547 will provide Thanksgiving Day Meals to all 24-hour work agencies on base during Thanksgiving. SERVICEMEMBERS GROUP LIFE INSURANCE DEBT EXPLAINED

Your Servicemembers Group Life Insurance payment is deducted from your pay once a month and is reflected on your Leave and Earnings Statement. For each month you are not in status (active duty, UTA, etc.), you will incur a debt and the missed payment(s) will rollover and be deducted from your next check. VA BENEFITS BRIEFING DECEMBER 8

There is a VA benefits briefing scheduled for Sunday, Dec. 8. Sign in is at 7:30 a.m. and the class is from 8 a.m. to noon with an hour for lunch break and then again from 1 p.m. to 3 p.m. You must be able to attend all six hours of the class. This class is targeted for Reserve personnel assigned to the 452nd Air Mobility Wing, who have had the three-hour pre-separation briefing and Reserve personnel going to come off of 180 days of consecutive orders for deployments, school or training.

TRANSITIONAL ASSISTANCE MANAGEMENT PROGRAM

The Transitional Assistance Management Program 180 provides medical benefits to eligible reservists and their dependents. To be eligible, the member must have participated in Operations Iraqi Freedom, Enduring Freedom, or Operation New Dawn for a continuous period of 31 days or more. When an eligible member receives orders that he or she will be participating in one of these contingencies the members should come to the Customer Support office immediately to update DEERS. Team March members and their friends and families who are interested in volunteering may be eligible for the pre-alert phase of up to 180 days after the order ends. Please

MARCH RESERVE/GUARD FORCE SUPPORT SQUADRONS CLOSE WEDNESDAYS UNTIL FURTHER NOTICE

The 452nd Force Support Squadron was selected as a test base for the Secretary of the Air Force-directed 3-1 Functional Integration program. “3-1 Integration” is the sharing of common personnel and Services resources at locations with more than one FSS (active duty, AFRC or ANG). At March Field, the 452nd FSS is the lead unit, with the 163rd FSS collocating where possible to provide “one stop shopping” to all customers, no matter what component they belong to. In order to prepare for 3-1 implementation, the 452nd and 163rd FSS units will be closed all day on Wednesdays, effective immediately. All FSS sections are affected, with the exception of the Airman and Family Readiness Center which will be closed all day on Thursdays. If you have any questions, please call 951-655-3639.
