A senior non-commissioned officer received a Field Grade Article 15 and adverse administrative action for improperly storing explosive simulators at his home, following an investigation stemming from hand grenade simulators being found at Fort Irwin Middle School in September.
National Training Center Policy Letter #13, Prohibited Items and Activities, makes it illegal for Soldiers to posses military ammunition, pyrotechnics or explosives unless authorized by their commander to perform military duties. Depending on the specific facts of each case, violations of this policy may be punished under Articles 92 (Failure to Obey a General Order), 108 (Wrongful Disposition of Military Property), or 121 (Larceny) of the Uniform Code of Military Justice.
Additionally, civilian dependents of Soldiers, while not subject to the UCMJ may be prosecuted for violations of federal or state law in Federal Magistrate Court and barred from the installation.
