Sean McCarthy, district engineer for San Bernardino, California State Water Resources Control Board, examines water tapped from the EDR (electro-dialysis reversal) filtration pipes at Fort Irwin’s new water treatment plant. The plant is scheduled to be completed in May. McCarthy was on a tour, Feb. 23, conducted by the construction project manager, Los Angeles District Army Corps of Engineers, as part of the permitting process.
