Col. (Ret.) Richard Toliver, guest speaker, speaks to the crowd at the Air Force Ball celebrating the Air Force’s 74th birthday. Toliver is a highly decorated Air Force combat pilot with over 4,000 flying hours in several different aircraft. He is a protégé of the famed Tuskegee Airmen and was mentored, trained and commissioned under their tutelage. Toliver was also a graduate of the Air Force’s “Top Gun” school, and has flown 446 combat missions totaling 863 combat hours.
